Single Use Plastics (SUP)

Since the introduction of the European Single Use Plastics Directive (SUP Directive) in 2023, additional rules apply to disposable plastic products and packaging. This directive aims to significantly reduce plastic waste, especially litter. For companies, this means that they must not only take into account the general waste management contribution, but also specific levy and reporting obligations for SUP packaging.

What is included in SUP packaging?

The SUP directive covers various types of disposable plastics that often end up as litter and can be used without further preparation. Examples include:

  • Plastic drinking cups and lids
  • Snack and candy wrappers
  • Drink containers of less than 3 liters
  • Coffee creamer cups
  • Other plastic portion packs

The national government has drawn up a framework for the practical application of the European SUP directive. Whether something is SUP packaging must be assessed per package. This depends on the type of product and the properties of the packaging.

Impact of SUP packaging on your declaration

If you are liable for contributions on SUP packaging, you must report on the type of SUP packaging for which you are liable, as well as the number of kilograms and pieces of SUP for which you are liable. Reporting SUP packaging can have a significant administrative impact and is generally prone to errors.

The financial impact of SUP packaging

For each SUP item for which you are liable, you pay a SUP surcharge to Verpact. This SUP surcharge is used to finance the cleaning up of litter. The amount of the SUP surcharge in 2025 is €2.30 per 1,000 SUP items. Because SUP items are generally sold in large quantities, the financial impact is quickly significant.
