According to Article 45(3) of the PPWR, a producer that is not established in a Member State where it makes packaging or packaged products available on the market for the first time must appoint an Authorized Representative by means of a written mandate. The Authorized Representative acts on behalf of the producer in relation to the producer’s EPR obligations in that Member State.
